Small downward pointing metal art hand or hamsa. Or hand of Fatima, or hand of Miriam, or hand of God. (Ok. This one is less common, but we've heard it.)

Measures 5" long by 5.5" wide.

You can think of small piece of oil drum art as a piece of Judaica: the hamsa or the hand of Miriam.  You may also call it the hand of Fatima.   It's an amulet and also just a piece of metal art.
